Janet C. Bayer has over twenty years of experience initiating and implementing Alternative Dispute Resolution (ADR) programs. From 2015 until her recent “retirement”, Ms. Bayer served as the ADR Coordinator for the Juvenile Division of the Circuit Court for Baltimore City. Prior to that she co-founded both the Conflict Resolution Center of Baltimore County, acting as its Program Operations Manager, and the Community Conferencing Project in Baltimore County. Ms. Bayer has mediated over 500 cases, including more than 400 CINA, TPR and child access cases. She has presented at numerous workshops and conferences regarding mediation, restorative justice and conflict resolution and provided training, mentoring and professional development for mediators and facilitators.
As an attorney for nearly twenty years, Ms. Bayer focused on representing children and other underserved populations in several Maryland jurisdictions, working with the Maryland Legal Aid Bureau, the Maryland Disability Law Center (now Disability Rights Maryland), and the Children’s Legal Services of Baltimore. Ms. Bayer is grateful for the opportunities to combine her passion for conflict resolution with lifting up voices that often go unheard.
